Allotments define what a staff member can access. Section Heads are scoped to a Section (curriculum grouping — cuts across centers). Program Coordinators, Course In-charges, and Counsellors are scoped to a Center and (optionally) a specific Course. Admin, HOD, and Division Head don't need allotments — Division Head uses the divisions pivot; the others see everything.
